It generally goes on Corpus Christi feast and dates back to 17th century, when the first floral displays were done. Legend has it that the first was made inside the Vatican Basilica in Rome by Benedetto Drei. But the first actual infiorata took place 1778 in Genzano, and since then we find it all around Italy especially in the central regions.
